The Opportunity:
The Technical Program Manager is responsible for the delivery of strategic initiatives identified for the public sector that are operational and strategic projects and system-wide initiatives to enable, advance, and scale OpenText’s Cloud business and operations in the public sector.  The role will manage the overall timeline for the project, manage issues and risks, and communicate project status to project sponsors and upper management. The Technical Program Manager has strong leadership, excellent communication, and “hands-on” program/project management skills, as well as proficiency in motivating and leading others through vision, strategic positioning, and leadership characteristics.


The ideal candidate is an individual contributor with a strong program management background that collaborates with other functional project management offices and corporate leaders including Product, Sales, Marketing, Finance and HR to ensure high performance and to promote the alignment of initiatives toward the achievement of strategic results with public sector programs. The candidate has experience and understanding of Cloud platforms, CI/CD pipelines, ConMon process, implementation of security compliance controls for technical, management, and operational requirements. 

The Technical Program Manager is a subject matter expert and provides a single point of contact that will drive from the original concept through the final implementation of appropriate enterprise programs, policies, and procedures to be compliant with the likes of FedRAMP and other public sector initiatives. The role will be working with the teams developing the OpenText Cloud platform and is, therefore, a highly visible role with significant scope. 


Essential Duties and Responsibilities:
•Is Accountable for the successful launch and delivery of new, key OpenText Cloud initiatives/programs/projects for the public Sector. Helps team achieve program/project goals while partnering with Cloud Operations Product Managers on overall business objectives
•Helps create, populate, automate, and manage metrics dashboards on an ongoing basis, identifying and following through data-driven business and operational improvement opportunities  
•Develop detailed work plans, schedules, project estimates, resource plans, dependency tracking and status reports to stakeholders and senior leadership
•Helps drive 3PAO audit for FedRAMP and other public sector initiatives
•Provides insightful analyses on the efficiency, quality, and economics of CSD’s operation based on data, identifying data gaps, requirements validations and working with stakeholders to fill those gaps 
•Interfacing with peers in other teams as well as their leaders, including Engineering, Cloud Operations, Product Management, Professional Services, and Customer Support
•Recommends/takes action to direct the analysis of and solution to problems
•Provides visibility to team impediments/risks and helps eliminate them

Qualifications and Requirements:

Minimum BS CS or equivalent experience
PMP Certification required


Experience Required    
•10+ years of IT or Software industry experience for a global, high-tech environment, with at least 5 years in a technical program management position
•Proven track record of successful project/program management of complex, cross-functional, large implementations
•Experience with 3PAO, NIST SP 800 Series, FedRAMP and FISMA 
•Experience and familiarity with cloud data security (FISMA/FedRAMP compliance) and working with public cloud solutions (AWS, Google, and Azure)

Required Knowledge    
•Multiple program and project management methodologies (Agile. Hybrid, waterfall), BI and collaboration tools (Atlassian, etc.)
•End to end FedRAMP certification process


Skills and Abilities    
•Experience with successful End to end FedRAMP certification process and continuous Monitoring 
•Experience interviewing subject matter experts to develop, edit, and revise documentation including standard operating procedures, system security plans, and policies and procedures.
•Ability to work across multiple silos within the organization and lead cross-functional teams to successful outcomes, including an ability to address complex situations into actionable plans
•Strong interpersonal and collaborative problem-solving skills 
•Experience with JIRA, Confluence and PM Tools
•Excellent communication and people skills
•Strong attention to detail and understanding of intricate cross-dependencies
•Willingness to learn new technologies as needed, with high self-motivation and critical thinking
•Effective facilitation skills for participatory decision making
•Strong ability to interpret data quickly and communicate to executive/business sponsors
•Flexible and adaptable to time-sensitive situations and work in a high-pressure environment 
•Strong business acumen and proficiency in budget planning, financial management and resource management.
•Accustomed to working in a global environment involving multiple development sites in various time zones.
