Director, Works Council Relations & Organisational Effectiveness Programs

Reporting to the VP, HR EMEA, the Director, Works Council Relations & Organizational Effectiveness Programs provides a critical role acting as a conduit between the regional HR leaders and core stakeholders across the business. Key responsibilities include: consulting with the various stakeholder groups on matters relevant to the works councils, unions and other employee representative bodies in Europe; ensuring all stakeholders are well informed on the remit of the works councils; and preparing and providing the necessary and relevant information to the regional HR leaders in a timely and concise format to expedite works council review and consultation where required.


The role is also responsible for, in partnership with the Global Organizational Effectiveness Centre of Excellence and regional HR leaders, leading the successful roll-out and execution of multiple talent management programs to support organizational development across the EMEA region, including: performance management; employee engagement; talent development; equity, diversity & inclusion and other initiatives to drive a high performance organization.  


The role is a member of the EMEA HR leadership team and is required to maintain a strong partnership with each of the regional HR leaders who own the relationship and negotiation strategy for in region works councils, unions and other employee representative bodies. 




  • Chairing the cross-functional council of representatives from each corporate function to ensure the governance & timely submissions of matters to be presented to the European works councils, including chairing quarterly meetings to review the roadmap of items 
  • Working together with relevant stakeholders to achieve satisfactory & pragmatic outcomes, maintaining the ‘OpenText Way’ of running the business 
  • Providing guidance & support to the regional HR leaders for the research, development & maintenance of works council and union agreements and applicable CBAs
  • Offering interpretation and guidance to relevant stakeholders to ensure compliance with works council and union agreement provisions and applicable CBAs
  • Keeping abreast of organizational development practices, talent development strategies, and emerging delivery platforms to meet the needs of a culturally diverse and geographically dispersed workforce. 
  • Ensuring feedback and the needs of EMEA are understood by relevant stakeholders in the design of talent management programs




  • University degree, preferably in Industrial Relations/Business/Human Resources
  • Progressive Human Resource experience in a labour relations or generalist capacity
  • Proven Human Resources experience of managing works council and union relations and interfacing with and influencing senior leaders
  • Strong project management skills 
  • Clear business acumen, evidencing the use of insights in a business environment to improve talent and business outcomes
  • Strong analytic capability, can identify and diagnose pressing business challenges, uncover insights to enhance decision making and align organizational strategy to talent decisions
  • Strong stakeholder credibility and network, influential in optimizing stakeholder collaboration.
  • Ability to present powerful presentations that drive stakeholders to action
  • Thoughtful in overcoming objections and securing stakeholder agreement to HR recommendations
  • Proven ability and experience in leading and taking initiatives/projects forward that is value adding to the business and the organization
  • Strong knowledge and experience in labor and employee relations
  • Experience of working on global projects with a global HR team
  • Able to see the ‘big picture’ but also  focus on leading day to day operations
  • Ability to work in a virtual matrix organization and perform as an effective contributor
  • Strong understanding of business and financial measurements as well as key HR metrics
  • German and/or French language would be a plus
  • Strong knowledge and experience on data analysis and the ability to work with tools e.g. SAP SuccessFactors, MS Excel, MS Powerpoint etc.
  • Previous experience in the field of organizational development/learning and development programs preferred
